Notice on Regulations of Boarding with Negative Nucleic Acid Test Certificate for COVID-19 for Passengers Traveling from Ireland to China

According to the joint announcement from the Civil Aviation Administration of China, the General Administration of Customs of China and the Ministry of Foreign Affairs of China on 20 July 2020 , regulations of boarding with negative nucleic acid test certificate for COVID-19 for passengers traveling from Ireland to China are hereby notified as follows.

I. General Requirements

Starting from 28 August 2020, Chinese passengers traveling from Ireland to China must apply for green health codes with an "HS" mark, while non-Chinese passengers traveling from Ireland to China must fill in and submit Health Declaration Form after receiving COVID-19 negative certificates issued by medical institutions of Ireland. Air companies will check the health codes or the Health Declaration Form during check-in or before boarding.

The nucleic acid tests for COVID-19 must be taken within five days before boarding. Test reports from public or private hospitals, medical centers or other testing institutions approved by the health authorities in Ireland are accepted.

II. Chinese passengers applying for health codes

Chinese passengers must make health declarations and upload photos of their COVID-19 negative certificates to the Wechat mini program COVID-19 Prevention Health Code International Version (Attachment 1) immediately after receiving negative certificates. The passengers will obtain green health codes with "HS" mark once approved by the Embassy.

Please make sure that your name on the test report is the same as that on your travel document. All passengers are supposed to board within the validity period of the health codes and cooperate with airlines for checking. Please see https://hr.cs.mfa.gov.cn/help_two/help-two/hs.html for Q & A. It is recommended that passengers take the original negative test certificates with them.

III. Non-Chinese passengers applying for Health Declaration Forms

Foreign passengers must send their scanned copies of passports(personal information page), COVID-19 negative certificates and signed Health Declaration Form (Attachment 2) to the following designated email address consulate.chineseembassy.ie@gmail.com. The Embassy will send back a scanned copy of Health Declaration Form with a stamp to the passengers by email.

All passengers are required to board with printed stamped Health Declaration Forms within the validity period and cooperate with airlines for checking. It is recommended that passengers take the original negative test certificates with them.
